Haryana PWD (Buildings, Roads & Bridges)_ Enlistment of
Contractors for Class-I
1. Rules regarding the enlistment of Contractors(Except Electrical Works)
Haryana P.W.D. (B&R) Branch has decided to amend the procedure for enlistment of contractors in Class-I for the department. It has, therefore, been decided to provide the information in this Brochure for the working and intending contractors.
(i) Categories of contractors.
The enlistment of the contractors has been categorised in the following classess:-
Class of Contractor Amount upto which the Contractor can tender
1.Class-I For unlimited amount of work upto any extent
2. Class-II Upto Rs., 50,00,000/-
3. Class-III Upto Rs. 20,00,000/-
4. Class- IV Upto 5,00,000/-
5. Class-V Upto Rs. 1,00,000/-
(i) The enlistment of Class-I will be done by the office of the Engineer-in-Chief, Haryana PWD B&R Branch.
(ii) The enlistment of Class-II & III will henceforth be done by any of the Superintending Engineers of PWD (B&R) Branch.
(iii) The enlistment of Class-IV & Class V will be done by the Executive Engineer concerned.
Accordingly an application form for enlistment of contractors is enclosed in this Brochure as Annexure – A to be submitted separately for (i) Building Works (ii) Bridges Works & (iii) Road Works.
2. Enlistment Fee
(a) Amount of Fee
As per revised instructions of Haryana Govt., the enlistment fee of different classes will be as under:-
1. Class-I Rs. 5000/-
2. Class-II Rs. 4000/-
3. Class-III Rs. 3000/-
4.Class-IV Rs.1000/-
5. Class-V Rs. 500/-
(b) Deposit of Enlistment Fee
The contractors will be at liberty to get the enlistment fee deposited in any office of Sub Divisional Engineer of this Department. The contractor will be required to produce the proof of deposit of fee while applying for enlistment, .renewal. It is clarified that there will be separate fee for each category i.e. Building Works, Road Works and Bridges Works.
3. Renewal of Enlistment
The enlistment will be valid for a period of two financial years. After expiry of the period of 2 financial years, the enlistment will be required to be renewed for which the renewal fee will be 50% of the amount mentioned above against each category. The renewal will be effective for a period of 2 financial years after which further renewal will be required.
4. Application Form
Application Form for Class-I alongwith prospectus can be obtained from the Office of Engineer-in-Chief, Haryana PWD B&R Br Chandigarh by making payment of Rs 100 the prospecetus may be deposited in any office of Sub Divisional engineer of this Department or on cash payment in General Section. The Prospectus can also be obtained by post if an amount of Rs. 25 % is remitted through Money Order in the name of Asstt. (Enlistment) C/O Engineer-in-Chief, Haryana PWD B&R Branch SCO No. 13, Sector-26, Chandi9garh(First Floor).
5. Guidelines for enlistment
The following guidelines have been brought out for the information of the contractors so as to enable them to submit their applications complete in all respects.
Class-I
(a) The agency desirous of enlistment in this category will be required to have executed satisfactorily at least 5 works costing more than Rs. 10.00 lacs each during the last five years or works of an equivalent amount which means even if the contractors has undertaken one or two works costing Rs. 50.00 lacs
or above will also be eligible.
(b) The contractor will be required further to show his financial soundness, employment of Graduate Engineer not less than 10 years experience, holding equipments warranted for effective execution of work.
6. List of documents to be attached with the Application Form./
(i) Certificate of immovable property with its market value duly attested by the Collector or first Class Magistrate with proof.
(ii) Solvency Certificate from any Schedule Bank indicating clearly the financial position, cash in hand , in the bank or Credit Limits as per
Annexure-B on letter Pad of Bank.
(iii) Registered copy of Deed or Articles of Association in case the party is a Firm/Company.
(iv) If the Firm or the Limited Company wants to get itself enlist it should produce the registered partnership deed alongwith the name of the person holding the Power of Attorney. An attested copy of the Power of Attorney should also be enclosed.
(v) Details of the Machinery, Tools and Plants including the No. of trucks etc.
(vi) Detail of Technical Staff permanently employed with the technical
qualification with experience of each employee.
(a For enlistment in Class-I qualified degree Holder Engineer is
required to be employed for technical guidance. Proof regarding employment of a Degree Holder Engineer or having
equivalent qualifications is required to be enclosed alongwith the application.
(vii) List of previous enlistment from Haryana PWD B&R or U.T. Chandigarh Admn. .or any other enlisting agency.
(viii) The agency should attach a list of work done duly supported by allotment letters during the last five years.
(ix) Certificate from the Superintending Engineer/Executive Engineer regarding satisfactory completion of the works executed, should be enclosed.
(x) List of works tendered but not allotted should be enclosed with the
application.
(xi) Latest Income Tax Clearance certificate, Pan No. from the competent authority in original or an attested copy.
(xii) Original receipt of fee.
Original documents shall also be produced for verification if the application is found in order.
(xiii) Affidavit for not Blacklisted by any Semi/Govt. Deptt.
(xiv) Residential Proof.
7. Submission of application.
Application Form for Class-I duly completed with all documents should be submitted in the office of Engineer-in-Chief, Haryana PWD B&R Br Chandigarh on any working day during working hours.
8. General
(i) For any enquiry/information write/contract the Executive Engineer(General) Telephone No., 2793332 Office of the Engineer-in-Chief, Haryana PWD B&R Branch Chandigarh.
(ii) Contractors who are near relatives of Engineering Officers in the grades of S.E/Executive Engineer and Asstt Engineer of Haryana PWD B&R Branches; will not be allowed to tender for works in the
Circle( Responsible for award and execution of contract) where their near relative is working. Contractors who are near relatives of
Working . Contractors who are near relatives of Chief Engineer will
not be allowed to work in the Department as a whole.
NOTE By the term near relative is meant Wife,Husband,Parents,Children
Brother,Sister,Brother/Sister-in-law, Son/Daughter in law, Uncle, First Cousion and Father-in-law.
(iii) They should also intimate the change in their permanent address if any in future. In case they fail to intimate such changes to the Department their names be removed from the approved list of the
contractors.
(iv) The contractor/Firm shall not enter into any fresh partnership without the prior knowledge of the Department such proposals,
if any shall be submitted in advance giving full detail of the attending partnership/sole-proprietorship alongwith the draft
partnership deed affidavit. Any departure from this will render the
Contractor/Firm liable to be removed from the approved list of
Contractors of this Department.
(v) The contractors will be required to certify that they will not get themselves registered under more than one name.
